The mayor of Cartagena, Noelia Arroyo, defended on Monday, July 7, at the national headquarters of the Spanish Federation of Municipalities and Provinces (FEMP) the need to strengthen coordination between public administrations to offer a more effective protection to victims of gender violence. She did so as president of the Commission for the Fight against Gender Violence of the FEMP, during the meeting held in Madrid.

Arroyo cited Cartagena’s participation in the pilot program of the new ATENPRO 2.0 service, developed by the Ministry of Equality in collaboration with the FEMP and financed with European Next Generation funds. The city was one of the three municipalities selected nationwide, along with Alcorc�n and Torrej�n de Ardoz, to test this new care platform, which integrates mobile technology and geolocation to provide immediate and personalized assistance to female victims. Currently, 65 women use this system in Cartagena. «We are contributing to building a more efficient national care model, which improves accessibility and reduces response times,» she stated.

The mayor emphasized that «the fight against gender violence requires resources and coordination. Only a joint response between administrations and public services can ensure victims a quick, comprehensive, and continuous care, especially during the summer, when cases tend to increase.»

Arroyo also highlighted the commitment of the Cartagena City Council to direct assistance to victims, through resources such as the municipal shelter and the Center for Attention to Female Victims (CAVI), which has a specific psychological care service for women under 30 years old. In the educational field, she highlighted the prevention campaign «If it suffocates you, it’s not love,» which in 2024 reached over 13,000 high school students.

In her capacity as president of the Section of Municipalities with Combined Cycle Power Plants of the FEMP, Arroyo also chaired the assembly of this sectorial section, where she requested a meeting with the Director General of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge. «A prolonged period has passed since the last meeting and events have occurred that generate uncertainty. To provide greater security and stability to the municipalities hosting these types of facilities, we believe it is necessary to update the analysis on the role they should play in energy policy,» she explained.

The meeting also addressed the contents of the Spanish Electricity Sector Report 2024 and the National Integrated Energy and Climate Plan 2023-2030, and approved the Action Plan of the section for the period 2025-2026.
