The Cartagena City Council will qualify as of public interest the educational project promoted by ISEN in the old San Antón prison, a decision that will allow for its execution in application of recent modifications to the Administrative Simplification Law. The entity is working on the project development to apply for the license before the end of the year. This was announced on Tuesday by the mayor, Noelia Arroyo, after meeting at the City Hall with Carlos Andreu, head of the university center affiliated with the University of Murcia.

The action proposed by ISEN includes the implementation of new classrooms in the available areas of the premises, as well as the conservation of the historic building, including the central prisoner pavilion, which has been protected in the new version of the General Urban Development Plan. «They have chosen to maintain the building, which is already great news, and they will carry out a respectful intervention, as they did with the School of Apprentices,» explained the mayor.

The initiative will be taken to the municipal Government Board to implement the modifications introduced in article 89 of the law, which allows for the authorization of buildings for educational facilities if the planning process has reached the initial approval stage and the City Council deems the project to be of public interest.

The local Government has included a specific solution for this property within the modification of the General Plan. The urban proposal classifies the former prison as an educational facility of a cultural nature and extends the protection to the main heritage elements of the premises: the enclosure, the former offices, and the central pavilion itself.

«We are protecting the historical value of the building and facilitating its educational use, which will help to dynamize the area and contribute to the urban regeneration of the neighborhood,» emphasized Arroyo. «We want this investment to also open up new opportunities in San Antón. The daily presence of students is positive for the neighborhood, and we will continue to collaborate to ensure the project continues to grow,» she added.

ISEN is a university center with more than 20,000 students trained in its classrooms since its inception. It offers a double degree in Security and Criminology and a Higher Course in Security and Strategic Intelligence, among other qualifications.

«The educational offer of ISEN aligns with the strategic objectives of the Cartagena City Council to take advantage of the opportunities generated by new industries and, in particular, by the development of the Defense industry. We want to align all our teaching capacity with this transformation,» stated the mayor.

On the other hand, the president and founder of ISEN, Carlos Andreu, assured that the project is being designed «bearing in mind that we are talking about a landmark project that will have a tractor effect, as has happened previously with other projects, such as the old Naval museum.» In addition, Andreu expressed his intention to speed up the procedures, stating, «we believe we can present the project in the coming months before Christmas and from there apply for a license, to start giving life to the project and the neighborhood as soon as possible.»

The building of the old prison was acquired by ISEN in early 2024 with the aim of expanding its educational activities in Cartagena. The declaration of public interest will be the necessary administrative step to allow the project to start without waiting for the final approval of the new urban planning.
